The criterion, stated first
A resort qualifies if it is an all-inclusive in the Maldives whose operator publishes a readable official page including its transfer route. Both entries are in Dhaalu Atoll under one operator, which reflects retrievability rather than the shape of the Maldivian market.

Hotel Riu Palace Maldivas
An overwater-suite resort on a private island in Dhaalu Atoll, publishing 176 rooms, a two-leg transfer of a 45-minute domestic flight plus a 15-minute speedboat, and an unusually specific inclusions list that covers room service, laundry, spa access and premium spirits.
The catch: Markets itself for couples while publishing a children’s programme, so the environment is genuinely ambiguous

Hotel Riu Atoll
The larger and more family-oriented of two RIU islands in Dhaalu Atoll, at 264 rooms, connected to its Palace neighbour by a walkway. Three restaurants, two pools, overwater junior suites and a dive centre with an included pool tryout.

Riu Palace Maldivas — for what the rate actually covers
Why it is here: The most specific all-inclusive list in our entire coverage. Room service, special diets, spa access, medical service, laundry, premium brand drinks, non-stop snacks and water sports, all named as included. Laundry and spa access are chargeable extras at essentially every Caribbean resort we document.
It also publishes an exact room count of 176, four room categories including an overwater suite with a private pool, and the full transfer sequence with both durations.
The catch: It markets itself as especially for couples while publishing a children’s programme, so it is not an adults-only resort and should not be booked as one. It publishes no minimum age, no pool count, no bar count and no restaurant count.
Who it suits: Couples wanting suite-grade overwater accommodation on a long stay, who value knowing what is inside the rate.
Riu Atoll — for overwater without the Palace grade
Why it is here: 264 rooms, three restaurants named and counted, two pools, and overwater junior suites at a lower tier than its neighbour. It also publishes a standard double, which the Palace island does not. Scuba Carib runs the water sports centre with an introductory scuba session included.
The catch: Three restaurants for 264 rooms, on an island you cannot leave, is the smallest published dining offer anywhere in our coverage. The mitigation — a walkway to the Palace island — is published as one-way access in the other direction: Palace guests are told they may eat here, and nothing is published about Atoll guests eating there.
Who it suits: Families, divers, and anyone who wants an overwater room without buying the top grade.
What neither publishes
Neither states a minimum age. Neither states a bar count. Neither mentions the green tax or bed tax commonly applied to Maldives resort stays.
That last omission matters more here than a missing pool count would. We have not sourced the amounts to an official government page and will not state them, but you should assume charges exist beyond the rate and ask what they are before booking.
Why only one atoll
The Maldives has well over a hundred resort islands. Two of them have operator pages we can read and cite, and both belong to the same group in the same atoll.
This list is therefore a starting point, not a survey, and we would rather say so.
Who should ignore this list
Anyone on a short trip. Both entries require a 45-minute domestic flight and a 15-minute speedboat after an international arrival, which is not a journey you make for a few nights.
